The diplomatic feud between Mexico and Ecuador reached a boiling point recently with the International Court of Justice (ICJ) set to hear a case brought by Mexico against Ecuador over alleged violations of international law. The dispute revolves around Ecuadorian police storming Mexico’s embassy in Quito to arrest Jorge Glas, a former vice president convicted of corruption. This action prompted widespread outcry and Mexico’s President Andres Manuel Lopez Obrador condemned it as a violation of Mexican sovereignty. Mexico has filed a complaint with the ICJ demanding Ecuador’s suspension from the United Nations until an apology is issued.

Ecuador retaliated by filing a complaint against Mexico accusing them of shielding Glas from enforcement of Ecuadorian criminal law and interfering in domestic affairs. Glas had been staying at the Mexican Embassy since December 2023 and had been twice convicted for corruption-related charges. Ecuador described Mexico’s offer of political asylum as unlawful and a misuse of the diplomatic premises. The dispute has also been fueled by political differences as Mexican President Lopez Obrador made comments on Ecuador’s 2023 presidential election, which were deemed unacceptable interference by Ecuador.

Jorge Glas, the figure at the center of the controversy, served as vice president in Ecuador under President Rafael Correa but was convicted of corruption in relation to the Odebrecht scandal that swept across Latin America. Despite his imprisonment, Glas attempted to seek refuge in the Mexican embassy, prompting legal complications in Ecuador. The Ecuadorian courts issued a warrant for his arrest, leading to the embassy raid. While the raid was deemed illegal by a tribunal, Glas remains incarcerated in Guayaquil.

Mexico’s decision to grant asylum to Glas has further escalated the tensions between the two countries. President Lopez Obrador has used asylum as a tool to show support for political allies, particularly on the left, across the region. This move has faced criticism, with some experts suggesting that it devalues the tradition of asylum, especially given the controversial figures who have been granted refuge. Mexico’s actions have been met with condemnation from various countries in Latin America and the US, with calls for resolution of the dispute through actions consistent with international law.

The dispute between Mexico and Ecuador highlights the complex nature of diplomatic relations and the challenges that arise when political differences are coupled with legal issues. The ICJ hearings will be crucial in determining the outcome of the case and could have implications for both countries’ standing within the international community. The continuing saga surrounding Jorge Glas and the diplomatic fallout between Mexico and Ecuador serve as a reminder of the fragility of diplomatic relations and the importance of upholding international law in resolving disputes.
