In a video address to the attendees of the Second Black Sea Security Conference in Sofia, Bulgaria, U.S. Secretary of State Antony Blinken reassured allies in the region of American support to enhance security, prosperity, and integration. Blinken highlighted the importance of investing in the region’s security to maintain peace and freedom across Europe, particularly in light of Russia’s illegal annexation of Crimea in 2014. He emphasized the United States’ commitment to supporting Ukraine in defending itself against Russian aggression and standing on its own feet. Kuleba stressed the need to increase Ukrainian air defense capabilities not only to protect Ukraine but also to strengthen regional and global stability, safeguarding the security of Ukraine’s neighbors and the entire Black Sea region from Russian threats. He emphasized that Moscow only respects the language of force, urging NATO to implement a comprehensive Black Sea strategy aimed at reducing Russia’s negative influence in the region. As NATO considers providing more predictable, long-term military support to Ukraine, the Ukrainian government continues to reject Russia’s demands for recognition of Crimea’s annexation and its control over eastern Ukrainian provinces.

The Black Sea Security Conference, jointly organized by the Bulgarian and Ukrainian foreign and defense ministries along with the Centre for Defence Strategies of Ukraine, seeks to enhance security in the Black Sea region. The Black Sea is bordered by Bulgaria, Georgia, Romania, Russia, Turkey, and Ukraine, making it a strategic area for regional security and stability.
