The United Nations Relief and Works Agency (UNRWA) in Gaza has faced challenges due to a funding shortfall and accusations by Israel of links to Hamas. Despite these challenges, the agency has managed to continue its work with the help of private donors, but the future remains uncertain without full support from the United States. The suspension of funding by the U.S. and other countries has put UNRWA’s long-term sustainability in question, with the agency facing a financial collapse as a result.

An independent review commissioned by the United Nations found that Israel had not provided evidence to support its accusations against UNRWA, but the damage had already been done with employees being fired or accused. While some countries have restored their contributions, the U.S. is not expected to resume funding until March 2025 at the earliest. This has led to concerns about UNRWA’s ability to continue providing essential services in Gaza, where the humanitarian situation remains dire.

UNRWA plays a unique role in Gaza by providing not just basic health care and education, but also “state-like” services such as paying the salaries of civil servants. Without UNRWA, there is uncertainty about who would assume these responsibilities and ensure stability in the region. While other U.N. agencies and international aid organizations could address immediate humanitarian needs, UNRWA’s presence is crucial for maintaining stability in Gaza, especially in the aftermath of the conflict.

UNRWA’s commissioner general, Philippe Lazzarini, has emphasized the importance of the agency’s role in Gaza, highlighting the need for continued support to prevent a potential collapse. He has managed to secure funding through June, but the future beyond that remains uncertain. Lazzarini is open to working with a revitalized Palestinian Authority or another governing body in the future, but until then, UNRWA remains a vital stabilizing force in the region.

Despite the challenges faced by UNRWA, there is a recognition of the agency’s necessity in Gaza and the potential consequences of its collapse. With the ongoing conflict and uncertain future in the region, the need for organizations like UNRWA to provide essential services and maintain stability is crucial. The international community’s support, particularly from the United States, will be essential in ensuring that UNRWA can continue its work and prevent further destabilization in Gaza.
