The United Nations Relief and Works Agency (UNRWA), which has been providing schools and basic health care services in Gaza for decades, is facing challenges that threaten its long-term future. A funding shortfall emerged after Israel accused some of UNRWA’s employees of being involved in Hamas attacks. While an independent review found that Israel did not provide evidence to support these accusations, the United States and other countries suspended their funding to UNRWA. Despite some countries, including Germany, resuming their contributions, the U.S. will not resume funding until at least March 2025.

UNRWA’s commissioner general, Philippe Lazzarini, stated that private donors have helped alleviate the funding gap temporarily, but the agency remains at risk of financial collapse without continued support. While other U.N. agencies and aid organizations could address humanitarian needs in Gaza, UNRWA plays a unique role in providing “state-like” services by paying the salaries of teachers, health workers, and civil servants. Lazzarini emphasized the need for a functioning administration to take over these public services, as it is unclear who could assume that responsibility.

Lazzarini expressed openness to working with a revitalized Palestinian Authority, an option supported by the United States. However, until a governing body is established, UNRWA remains essential in ensuring stability in Gaza. Without UNRWA, the situation in Gaza post-conflict could become dangerously unstable. Although the prospect of a resolution to the conflict may seem distant, it is crucial not to undermine one of the few remaining stabilizing forces in the region.

A correction was issued regarding the name of the agency, clarifying that it is the United Nations Relief and Works Agency, not the United Nations Refugee and Welfare Agency. This emphasizes the importance of accuracy in reporting and ensures that the public receives correct information. As UNRWA continues to face challenges and uncertainty about its future, international support and cooperation will be essential in maintaining its vital services in Gaza and preventing further destabilization in the region.
