Dylan Earl, a 20-year-old British man, has been charged with conducting hostile activities to benefit Russia. Earl is allegedly connected to Russia’s Wagner mercenary group, which has been declared a banned terrorist organization by the U.K. government. He is accused of paying others to burn down two industrial properties in east London last month. The prosecutors claimed that Earl engaged in fraudulent activities, research, and reconnaissance of targets, as well as attempting to recruit others to assist a foreign intelligence service carrying out activities in the U.K.

Included in the alleged activities was Earl’s involvement in the planning of an arson attack on a Ukrainian-linked commercial property in March. He is accused of planning and paying others to burn down two industrial properties in east London on March 20. This case marks the first time that a person has been charged under the National Security Act 2023. Four other men are also facing charges connected to the case. Jake Reeves, 22, was charged with agreeing to accept a material benefit from a foreign intelligence service and aggravated arson. Dmitrijus Paulauska, 22, was charged with having information about terrorist acts, while Paul English, 60, and Nii Mensah, 21, face aggravated arson charges.

The Head of the Crown Prosecution Service Special Crime and Counter Terrorism Division, Nick Price, emphasized that Earl’s alleged activities were in support of Russia’s Wagner mercenary group. Russia has warned the U.K. that any troop deployment in Ukraine would be considered a “declaration of war.” The charges against Earl and the other defendants highlight the ongoing tension between the U.K. and Russia, as well as concerns about foreign entities engaging in hostile activities within the U.K. Price noted that Earl’s alleged activities included planning and executing arson attacks in furtherance of the goals of a foreign intelligence service.
