President Biden traveled to North Carolina to promote his administration’s efforts to replace toxic lead pipes in an attempt to expand and upgrade the nation’s critical infrastructure. During his visit, he announced $3 billion in new spending from the bipartisan infrastructure law he pushed through Congress in 2021. This legislation is seen as a key accomplishment that demonstrates his ability to govern effectively despite political polarization. The president emphasized the importance of addressing the issue of lead pipes in the country, stating that the U.S. cannot claim to be a leading nation in the world until this problem is dealt with.

Mr. Biden has committed to replacing all lead pipes in the nation within a decade, as exposure to lead can have serious health impacts such as affecting brain development in children and damaging kidneys. The administration estimates that more than nine million homes, schools, day care centers, and businesses still receive water through lead pipes, particularly in marginalized communities. By choosing North Carolina as the location to announce the third installment of his infrastructure program, the president was reaching out to a state that has historically leaned Republican but that Democrats believe is becoming more favorable to their party.

North Carolina has only sided with Democrats in two of the past 14 presidential elections, but Mr. Biden narrowly lost the state in 2020 by just 1.3 percent. Despite trailing in polls in the state, the Biden campaign has invested resources in North Carolina, opening 11 offices and running television ads. The president’s visit to the state is part of his effort to engage with voters and build support ahead of the fall election. Vice President Kamala Harris has also made multiple visits to North Carolina, indicating the importance of the state in the administration’s electoral strategy.

Before his stop in Wilmington, President Biden visited Charlotte, where he met with families of four law enforcement officers who were killed on Monday. He also met with some of the officers who were injured in the incident. The meeting was private, and the president did not make any public comments at the time to respect the families’ privacy. However, he later paid tribute to the officers during his speech in Wilmington, acknowledging the sacrifices made by law enforcement personnel and their families. Mr. Biden emphasized the nation’s support for the families of the fallen officers and the entire law enforcement community.

The president’s visit to North Carolina is part of his broader effort to engage with communities across the country and highlight the administration’s priorities. By focusing on infrastructure and public health issues such as lead pipe replacement, Mr. Biden aims to demonstrate his commitment to addressing critical challenges facing the nation. North Carolina serves as a crucial battleground state in the upcoming election, and the president’s visit underscores the importance of winning over voters in key swing states. With his focus on infrastructure investment, public health, and law enforcement support, President Biden continues to make his case to voters as he seeks to build momentum for his administration’s agenda.
