Russia escalated its attacks on Ukraine with airstrikes in the northeastern city of Kharkiv, killing at least one civilian and injuring 16 others. Valerii Zaluzhnyi, with Col. Gen. Oleksandr Syrskyi, after the failure of Ukraine’s summer counteroffensive in 2023.
