Antony J. Blinken is set to arrive in China in an effort to maintain the recent stabilization of relations between the United States and China, despite existing tensions over trade, territorial disputes, and national security. His trip takes place as the U.S. Senate passes a bill providing $8 billion to Taiwan and the Indo-Pacific region, potentially leading to a ban on the Chinese-owned app TikTok. Political considerations in the U.S., particularly as the presidential election approaches, add complexity to the situation, with parties vying to appear tough on China.

During his three-day visit, Blinken plans to address various issues with Chinese officials, including Chinese support for Russia, cheap exports affecting U.S. jobs, and aggressive actions in the South China Sea. Chinese officials, on the other hand, are likely to raise concerns about American support for Taiwan and trade restrictions. While Blinken is expected to meet with China’s foreign minister, Wang Yi, it is uncertain whether he will also meet with Chinese leader Xi Jinping.

Despite recent efforts to stabilize relations, new sources of tension have emerged. Concerns have been raised about China’s support for Russia in the war in Ukraine, dumping of cheap electric vehicles and solar panels in overseas markets, and aggressive behavior in disputed waters with neighboring countries like the Philippines and Japan. The issue of Taiwan remains particularly sensitive, with the island preparing to inaugurate a president whom Beijing considers an advocate of independence.

Both the U.S. and China have reasons to prevent escalating tensions. The U.S. seeks China’s help in restraining Iran’s hostilities with Israel, while China aims to avoid further tariffs that could impact its exports. However, despite these motivations for cooperation, there is limited room for diplomatic maneuvering due to mounting public opinion on both sides. The relationship between the two countries is facing significant challenges and recent events have strained efforts at stability, prompting concerns about the future trajectory of U.S.-China relations.
