In 2022, Florida Governor Ron DeSantis made headlines when his office flew 50 Venezuelans to Martha’s Vineyard amidst a surge of migrants across the southern border. This move sparked controversy and accusations from Democrats that DeSantis was using migrants as political pawns. This program, known as the parole processes for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV), was expanded to include other nationalities in January 2023. The program allows migrants who have not entered the U.S. illegally to apply for parole in other countries and then travel directly to the U.S. if they have a sponsor and are fully vetted. This program has caused controversy, with 20 states filing a lawsuit claiming it is an abuse of the parole system.

Governor DeSantis has been vocal in his opposition to the CHNV program, calling it illegal and accusing the federal government of encouraging illegal immigration by allowing migrants who do not have a right to be in the country to enter. He highlighted a case where a Haitian migrant flown in via the program was charged with raping a 15-year-old girl, stating that the incident could have been prevented if the law had been followed. DeSantis’ communications director echoed these concerns, alleging that the federal government is aiding individuals to enter the country under the guise of a lawful parole program.

The Department of Homeland Security (DHS) has defended the CHNV program, stating that it provides lawful pathways for migrants to come to the U.S. in a safe and orderly manner. DHS refuted claims that the program is secretive, noting that details are publicly available online, and regular updates on its use are provided to the public. Despite this, DeSantis remains determined to shut down the program, citing previous legal victories his administration has had over Biden parole policies. The governor’s name was dropped from a lawsuit over the Martha’s Vineyard flights, but a judge ruled that migrants can sue the aviation company that transported them.

DeSantis’ opposition to the CHNV program is part of a broader effort to combat what he sees as illegal immigration and ensure the safety and security of Florida residents. The controversy surrounding the program highlights the ongoing debate over immigration policy and the role of state and federal governments in regulating migration. As the Biden administration continues to implement policies aimed at addressing the influx of migrants, the clash between federal and state authorities over immigration issues is likely to persist. Despite differing perspectives on the issue, both sides are committed to protecting the interests of their constituents and upholding the rule of law.
