His Highness added, “Muhammad Al-Mulla contributed with his generation in building the state of the union, served his countrymen in all his positions, and made his mark on the economic march of his country. He has supplication from us, and from his Lord is mercy and forgiveness.”

Al-Mulla received the portfolio of the Ministry of State for Union and Gulf Affairs and the portfolio of electricity by proxy, in the first cabinet formation in the UAE headed by the late Sheikh Maktoum bin Rashid Al Maktoum, may God have mercy on him.

In the second ministerial formation in 1973, he was assigned the transportation portfolio. And when the late Sheikh Maktoum reconstituted the federal government for the third time in 1977, he kept Al Mulla as Minister of Transportation, and so did Sheikh Rashid bin Saeed Al Maktoum, may God have mercy on him, in 1979 when he headed the fourth federal government.

Al-Mulla retained the same ministerial portfolio in the fifth formation in 1990, headed by Sheikh Maktoum, and he continued to hold the responsibilities of the transportation portfolio from 1973 to 1997. He also remained Chairman of the Board of Directors of Emirates Transport from 1981 to 1997.

Emirates constitution

The late Sheikh Zayed bin Sultan, in his capacity as President of the United Arab Emirates, issued Resolution No. 2 of 1975, on the second of May of the same year, to form a founding committee to prepare a draft permanent constitution for the state.

In the first article of the decision, the names of the members of the founding committee were mentioned, and it included 28 personalities from the country’s high status, recognized competence, and bright national history, and the name of Muhammad Saeed Al Mulla was among those names. Thus, Al-Mulla contributed to the formulation of the state’s legislation by preparing a constitution worthy of it and its aspirations, in partnership with other men of the Emirates.

The late Muhammad Saeed Al Mulla began his working life in trading gold with India, as is the custom of many people of the Arab Gulf in the thirties, forties and fifties, then he worked as a contractor in the building and construction sector through a company he established in Abu Dhabi in the mid-sixties of the twentieth century, thanks to his efforts and the mastery of his workers. In terms of implementing the projects entrusted to them with accuracy and high quality, his reputation became popular and his financial conditions improved, and he became close to the wise leadership, as evidenced by assigning the task of building the first palace for the late Sheikh Zayed bin Sultan in Al Ain to his company.

In 1978, Al-Mulla decided to devote himself to his own business with the participation of his children, so on February 1, 1978, a decree was issued by the late Sheikh Rashid bin Saeed Al Maktoum, may God have mercy on him, approving the establishment of a limited liability joint stock company under the name “Mohammed Saeed Al Mulla and Sons Private Limited Company” with a capital 500 million dirhams, divided into 500,000 shares of 1,000 dirhams each.

Its main purposes were to “own shares and stocks in other companies and to engage in any trade or other business of any kind.”
