A horrifying video captured the moment an elementary school volunteer used a cell phone to upskirt a woman at a North Carolina Target store. The volunteer, Thomas Elliott, 21, who worked at Eastern Elementary School, was seen pointing the camera under the unsuspecting shopper’s skirt. Elliott has been charged with felony secret peeping and has posted a $5,000 bond.
